Questions that are too localized (such as syntax errors, code with restricted access, hacked sites, hosting or support issues) are not in scope. See how do I ask a good question?

Improve this questionUPDATE: one plugin was meddling with the process - Query Monitor. removing it enabled me to work on the site again. Had to do a manual sftp removal to deactivate it.
any change I do results in an error.
updating themes, changing permalink settings, deleting plugin, adding new post ...
i think the only thing I have been able to safely do was to update plugins.
CONTEXT/TLDR: we migrated our website from an external host to our university. we have a research portal with thumbnails and all that - which is hosted by a virtual machine separate from the actual Wordpress site, which is hosted by our computer services.
we did this for 4 sites. the other 3 sites do not need the virtual machine so they're stand-alone Wordpress instances.
The problem is only present in one site with the research portal attached to it. the research portal is not in Wordpress formal, it's a separate PHP code thing developed outside of the Wordpress environment. basically we just 'point' to that (consider it a separate, '5th site'
So my problem is I have NO idea why I cannot make any changes to this particular site. should I start disabling plugins manually and see if any rogue plugin causes this issue?
also - our university servers do not use htaccess (not sure what that means)
I am not a developer - I am more like a content creator for the websites of our facility. we have a developer for the portal (in PHP) but he is not well-versed in Wordpress stuff.
Thanks for any help you can point my way
